HAC’s 2026 State Legislative Priorities

Below is our growing list of legislative priorities for 2026, including sponsored-bills, priority support bills, and other legislation we are supporting, working to amend, or opposing. Click here for HAC’s general approach to housing policy.

Sponsored Bills

In 2026, HAC’s sponsored bills focus on housing elements, homeownership building codes, permitting, and feasibility. 

  • AB 1623 (Davies) will expand RHNA to include student, workforce, and senior housing.

  • AB 1815 (Wicks) removes local building codes from factory build housing and only applies the statewide code

  • AB 2252 (Lee) will allow single stair buildings in up to 4 stories or more.

  • SB 328 (Grayson)(2 Year Bill) will reduce the cost of remediation by making changes to the Generation and Handling Fee for projects solely responsible for the cleanup of a site. 

Priority supported bills  

  • AB 736 (Wicks) & SB 417 (Cabaldon) aims to fund more than 35,000 new homes, preserve and rehabilitate tens of thousands of units, and expand homeownership opportunities for Californians)

Ali Sapirman

Ali joined HAC in February 2022, having previously worked at San José Councilmember David Cohen’s office, Working Partnerships USA, and the South Bay Labor Council. An organizer at heart, they began their organizing work in the community colleges to create better living and working conditions for students, faculty, and staff across California. Ali also serves as an active member of the Santa Clara Democratic Party, and enjoys reading philosophy, rock climbing, yoga, and the company of their three cats.
