She has managed several multifamily communities throughout Northern California and the Bay Area, including affordable housing, bringing a deep passion for housing advocacy and a strong commitment to creating and supporting equitable, sustainable communities.

A lobbyist with Sacramento Advocates, Graciela brings more than 15 years of public service in California government.

REUBEN, JUNIUS & ROSE

Tuija is a land use attorney and partner at Reuben, Junius & Rose.  Her practice focuses on entitlement, due diligence, zoning compliance, and environmental matters, primarily helping developers, property owners and lenders. Tuija is also a former Mayor, Council Member and Planning Commissioner for the City of Clayton.

As a Senior Director of Client Services with the Bodewell Group, Luis manages media relations, community outreach, lobbying, and communication strategies for a variety of the marquis clients. He brings over 20 years of expertise in building broad coalitions of supporters throughout the Bay Area most diverse communities in support of large-scale residential and commercial development projects.

ABUNDANT SAN FRANCISCO

Todd David is the Political Director of Abundant San Francisco with a background in local politics. Former Executive Director of HAC, he played a key role in Scott Wiener’s State Senate campaign. A public school parent and founding member of the San Francisco Parent PAC, Todd also managed campaigns like the 2016 Recreation and Park funding measure and the 2014 Soda Tax. Beyond politics, he serves as the President of Residents For Noe Valley Town Square and Friends of Noe Valley.

Stephen Laird Doherty, AIA, is an Associate at David Baker Architects, a collaborative architecture and urban design firm based in California and Alabama. A Bay Area native with more than 25 years of local design and construction experience, Stephen is a longtime member of the Housing and has served as Co-Chair of the HAC Design Review Committee since 2020.

Elisa is a Managing Partner at Rand Paster & Nelson. She specializes in land use entitlements, CEQA, and real estate, including litigation.
