Self Scorecard

For projects with under 10 residential units.

While we are unable to provide project advocacy for projects under 10 units, we remain committed to supporting multi-family infill projects at varying sizes. If you are a home creator with a project less than 10 units seeking approval, please fill out our Small Project Self Scorecard, and submit it to info@housingactioncoalition.org for review. We will provide feedback before you submit it to the Planning Commission.

Guidelines

Housing Stock

Given our current housing shortage, HAC supports the creation of new homes. Does the project maintain or increase the number of homes currently on-site?

Density

We prefer projects create the maximum number of new homes that are feasible. What is the project site’s current zoning classification? Does the project meet or exceed the maximum density allowed per the site’s zoning? If not, why? are feasible. What is the project site’s current zoning classification? Does the project meet or exceed the maximum density allowed per the site’s zoning? If not, why?

Bonuses

We support use of density bonus programs in order to maximize the number of new homes projects can create. Is the project team utilizing a Local or State Density Bonus?

Conditional Use

Is the project team requesting any Conditional Use Permits which will result in more homes created on-site?

Accessory Dwelling Units

We support the creation of Accessory Dwelling Units (ADUs). Does the project propose ADUs?

Parking & Alternative Transportation

We prefer projects that minimize the number of parking stalls on-site to encourage alternative transportation and projects that implement Transportation Demand Management measures to ensure residents use alternative forms of transportation in order to minimize vehicle miles traveled (VMTs). Does the project propose car parking on-site? How many bicycle parking stalls does the project propose? What is the ratio of bike parking to units? Which public transit lines serve the project within a quarter mile? Within a half mile? What else are you doing to reduce VMTs?

Projects with a substantial number of multiple bedroom units should consider including features that will make the project friendly to families with children.

Eviction & Relocation

Does the project require current tenants to be evicted? If yes, why? If the project requires relocation of current tenants, has the project team provided adequate resources to relocate current residents?

Community Benefits & Impact Fees

We consider project impact fees to be a considerable asset to the City. How much does the project contribute in fees to help fund City programs? How much are you paying in fees per unit?

Community Input

We expect a project team to make a good-faith outreach effort to the community. Has the project team made a good-faith effort to hear and integrate community feedback? If any project elements have been changed through community input, how?
