District 6 Supervisor Jane Kim is proposing a city-wide Housing Balance initiative for the November ballot. It says that any market-rate housing project would need a separate conditional use approval by the Planning Commission if the City’s overall ratio of affordable housing to market-rate housing drops below 30 percent. This will increase the delays and risks to building new housing, both market-rate and subsidized, and goes against the Mayor’s goal of building 30,000 new homes, including 10,000 permanently affordable homes, by 2020.
